Letter on two different sheets (measurements approximately 23x30 cm and 22x28) handwritten and signed by Benito Mussolini, used as a text to be typewritten, to be addressed to the German ambassador in Italy.
The letter reads "CONFIDENTIAL - Dear Ambassador - I very earnestly ask you to dedicate ten minutes of your precious time to read report no. 7 on the situation of the partisan bands for the whole month of September 1944. The report shows: 1) that the "bands" have become "Brigades and Divisions" regularly organized and commanded by career Generals, subject to a Central General Staff 2) that the armament is excellent and that each unit has the necessary materials, first and foremost motor vehicles 3) that in many places the German military authorities have come to terms, "modus vivendi" with the partisans, that is, real armistice agreements have been signed, which has increased the power and prestige of the partisans 4) that the partisan organization in Italy - with a total of 100 thousand men - divided into 60 brigades, constitutes a growing danger, against which no action is being taken with the necessary effectiveness, for many causes among which the first is the division of commands, forces and responsibilities between Italians and Germans. - Please accept, dear Ambassador, the expression of my cordial sympathy - Mussolini"
